They are not suffering because they cannot resolve thier problems, but because they cannot see thier problems." Einstein pit in in this way: "The significant problems we face cannot be solved at the same level of thinking we were at when we created them."
If you want to make minor, incremental changes and improvements, work on practices, behviour, or attitide. But if you want to make significant, quantum improvements work on paradigm.
